Safe occupancy starts with usable floor area divided by a density figure for the type of audience. But capacity by area is only half the story: the number of people who can leave safely through your exits in the required escape time can set a lower limit — and the lower figure always governs. Treat this estimate as a starting point for planning, not a licensed capacity.

How is safe capacity calculated?
We take the usable floor area (after removing space for stages, bars, furniture and circulation) and divide by an occupant density figure for the type of crowd activity — for example around 0.5 m² per person for dense standing audiences. The lower of capacity by area and capacity by exits should always govern.
Is this a substitute for a proper capacity assessment?
No. This is a planning estimate. A licensed capacity must account for exit widths and escape times, sightlines, the specific layout and local conditions, and should be confirmed with a competent person and the licensing authority.
What density should I use?
Dense standing concert audiences are often planned at about 0.5 m² per person; relaxed standing and mixed areas need more space; seated and dining layouts need the most. Always plan conservatively and follow the Purple Guide and your safety advisory group.
