Crowd Management & Crowd Safety
Crowd management is about designing safety in before the crowd arrives, then monitoring and adjusting on the day. For high-density events — concerts, countdowns, processions, busy venues — getting capacity, flow and ingress/egress right is what keeps people safe.
We provide both the plan and the people: capacity and density modelling, flow and queue design, and trained teams who monitor crowd dynamics and act early. Our approach follows the principles of the Purple Guide and HSE crowd-safety guidance.
What’s included
- Crowd management plan and capacity / density assessment
- Ingress, egress and emergency evacuation flow design
- Queue system design and signage recommendations
- On-site crowd monitoring and dynamic capacity control
- Trained crowd-safety stewards and SIA officers
- Integration with your event safety and medical teams
From first call to post-event report
Assess
We model expected numbers, density hotspots and pinch points against your layout and timings.
Design
We produce a crowd management plan covering ingress, egress, queues, capacity limits and contingencies.
Monitor
On the day, supervisors watch density in real time and adjust flow, holds and releases.
Review
Post-event analysis of what worked and where to tune capacity or flow next time.
What does it cost?
Crowd management is priced as planning plus staffing. A standalone crowd management plan can be commissioned on its own; on-the-day teams are quoted against the density hotspots and monitoring points your event needs.
What affects the price
- Expected attendance and peak density
- Number of entrances, exits and internal pinch points
- Whether a written plan / SAG submission is required
- Monitoring duration and supervisor cover

Crowd Management & Crowd Safety — FAQs
What is the difference between crowd management and crowd control?
Crowd management is the proactive planning and monitoring that keeps a crowd safe and moving; crowd control is the reactive response when a crowd needs to be contained or redirected. Good events rely overwhelmingly on management so control is rarely needed. See our crowd control explained guide.
Can you just write us a crowd management plan?
Yes. We can produce a standalone crowd management plan and capacity assessment for your event or venue, which you can then staff with us or your own team.
Do you calculate safe capacity?
We assess safe occupancy and density for your space and timings. You can get a first estimate with our free crowd capacity calculator, then we refine it for your specific layout.
