Licensing & the local authority
Kent is a two-tier county: Kent County Council sits on top, but licensing under the Licensing Act 2003 — including Temporary Event Notices — is handled by the district and borough councils. A TEN for a one-off Kent event is served on the relevant authority (for example Canterbury City Council, Maidstone Borough Council or Tunbridge Wells Borough Council) at least 10 working days before the event, and Kent Police can object.
Larger Kent events are reviewed by a multi-agency Safety Advisory Group (SAG) convened by the district council, with Kent Police, Kent Fire and Rescue and the ambulance service represented. We routinely provide the security elements of SAG submissions — staffing plans, search policies, crowd management plans and event safety documentation aligned with the Purple Guide.
Rural estate and castle events often carry bespoke conditions around access roads, parking, noise and capacity, so we build security and traffic-management plans that satisfy both the venue and the licensing authority’s expectations.
Local crowd-risk context
Kent’s defining security challenge is rural access and dispersal. Many of the county’s best venues — castles, estates and barns — sit on narrow lanes with limited parking, so vehicle marshalling, signed ingress and a workable egress plan are frequently the most important parts of the job, not least when thousands leave a county show or estate concert at once.
Coastal and large public events add their own backdrop: tidal and seafront considerations, weather exposure on open showgrounds, and the counter-terrorism awareness now expected at public gatherings.
